Why? You could probably go from DAT to RINEX and RINEX to SSF.

Yes, as long as the data was recorded as a single station point:

use TEQC to convert to rinex 2.01, and do all sorts of other neat
things (graph multipath error, for example). With the Rinex obs file,
you can process using SCOUT, an alternative to OPUS.
